The beacon didn't work because there was a block above it. Any solid block over a beacon will stop it from turning on. It needs to have sky directly above it

Items stack (usually to 64, some e.g. ender pearls to 16 or e.g. tools or potions to 1) and shift-clicking on chest items when having the chest UI open puts them in your inventory :]
So, the beacon didn't work because you placed it underneath an opaque block. You should use lower slabs on top of upper slabs if you want to have an unrestricted area for the beacon but still have some kind of overhead block feature. [N.B. the reverse -an upper slab on top of a lower slab- makes an opaque block, so make sure you're placing your half-slabs correctly]

Tip: You can have multiple enderpearls in one slot. But, not everything stacks. Also you can put the shield in your off hand by pressing F.

Cool idea though it kind of hurt not knowing basic Minecraft mechanics like trying to break the emerald block with your fist.
