The tractor is an exception the same as a motorcycle, they can drive on the road with L plates and no supervisor. Strange old world.
I'm guessing that they would have to have passed their test for another vehicle class such as a car before being given a provisional license for the tractor.
i ride a motorbike, but it kinda blows my mind that spending 4/5hrs gaining a certificate covering the absolute basics of motorcycling is enough to let the rider unleashed on the roads!
Don't even need to have passed the theory test - ergo, minimal knowledge of the highway code.
Speaking with a local motor school, the CBT is very popular for renewals for those that deliver food for a living.

Yep the tractor thing is legal, same as a moped and can drive them on L plates at age 16
Moped drivers still need to do CBT before they can drive with L plates, not sure if tractors have to do any training though.

@adenwellsmith6908 ahhh that would be civilian use, so normal rules apply, the type of licence would, I imagine, depend on the tonnage.
On the tractor driving, they are, I believe, only allowed to drive for work purposes, so no joy riding with yer mates in Tescos carpark at 2AM

You might find the guy in his car in the road works works for the Traffic Management company Adjusting the Traffic Light controls to suit the varying volumes of traffic on the road. This happens in my area of the country. Just a thought.

I remember watching one of those police programs on the tv. There was a boy driving a huge tractor and pulling a trailer full of rocks. The policeman pulled him over as he was concerned about the safety of the load. The boy was 16. The officer got in touch with the powers that be. Unbelievably, it is legal for a 16 year old to drive an enormous tractor and trailer on the highway. Scary!

I'm a bus driver. You are not supposed to stop at a bus stop within roadworks by law. Of course, they may put up a temporary bus stop either before or after the roadworks, but otherwise you would just miss it out and continue driving to the next bus stop.

I'm a foreigner came in this country 45 years ago and I'm 64 and still working. I work 0600 to 1800 4 days and 0600 to 1200 on Friday. Not like road workers. Lazy
From talking to crews, when nothing appears to be being done it's usually when a contractor has done their bit and they're waiting for a another to turn up and do theirs.

I have a mini roundabout near me and quite often three cars are there at the same time,in my opinion it's everyone's and no one's right of way, it's who has the balls to go first, usually me.

Also, the guy in his own car may only be there to monitor the traffic management, and the tm notice is generally for 9:30 to 3:30 depending on the notice allowed by the local authority, its not really fair to have a pop at him, they get paid a pittance for what they have to put up with....
Traffic management we had road works and the traffic lights were there three days..Both sides red.or both sides green. For 3 days. Great work guys.
And we get paid nothing and have to put up with it, the number of times I have seen road works nobody there, and later it is gone and nothing was done, I sometimes wonder if it to just slow down traffic in certain areas.

3:33 That's a bit harsh, there could be patch of road not suitable for driving on (still curing or a defect) hence the lights and sometimes the permit from the council requires on certain routes/times for there to be a person there to monitor the lights because of the potential for serious disruption if they malfunction or mismatched traffic causes a long queue from one side. So I'm not quite sure what you expect of the guy.

Years ago when I was a driving examiner, I had to go to Denton to conduct a test on a tractor. He did indeed have "L' plates and was on his own, comple😅te with
flashing amber lights. In a short road he had a very short motor cycle test including me stepping out,hand up to stop as if in an emergency. That was iit.Pass

Tractors fall under category F, as long as they are used primarily for agricultural use, you can drive them on the road legally from the age of 16 if they are within the size limit.
From the Gov site: Age 16 (via F category): tractors up to 2.45 metres wide, towing trailers up to 2.45 metres wide and with 2 wheels, or 4 close-coupled wheels
he more than likely has a provisional tractor entitlement (category F) and as it is a single seat vehicle, where would you put the supervising driver?
I've got a lot of temporary lights where I live and I always ask couldn't you of done them when we was locked down for two years I'm sure they could of 😂😂
0:20 Depends on a couple of things. From what I understand (please feel free to correct me if those who know for sure, know this to be wrong) If the driver is 17 and has passed the DSA tractor driving test, they can drive solo on the road but have to display L plates. The driver in this case may be the owner and just not taken them off though? Just another variation of single seater L plate usage like you see on smaller engine bikes.

I think she thinks it's there to immediately stop or warn the traffic so she can cross? I don't think the person who she was with was paying attention either? Do they even know that these crossings have coloured lights and what they mean? So many questions!

Bus stop in the temporary lights. The green light is a proceed if clear signal not a you must go signal. You wait until the bus has cleared the roadworks.
The point being made is "How does the bus driver know whether he has a green or not?" not "How do other people deal with the bus?"..

As you approach that roundabout you leave a 20 zone and enter a 30 zone.
Clearley indicated by the two 30 red circular signs and 30 painted on the road.
Then 2 car lenghths from the roundabout there is a 20 painted on the road.
So when you go past the keep left bollard are you in a 30 or 20 limit ?
All the roads in that area have been recently changed from 30 to 20 but the good old British workforce have left the 30 signs up.
As far as I am aware , the large circular sign with red edging (large size - not the small repeater size sign) tells you the speed limit. The speed painted on the road or the small repeater sign just gives you reminders so although it says 20 on the road, the legal limit is 30 as that is the last circular, red edges sign you go past.
@@johncranna9427 The legal limit is determined in the usual way, It's 30 in built up areas with lighting every X metres _unless_ there is a Traffic Restriction Order in place and appropriate signs. A 30 sign in an illuminated built up area ought to only be used to reinforce the fact that some other limit has ended. A dirty little trick that many councils who use 20 limits extensively don't want you to know is that many of them are *_just_* signage and there's no TRO in place meaning that the legal limit is actually 30. Don't rely on this unless you're prepared to track down those roads that *_do_* have a TRO in place and those that don't.
1:25, first the red car in the distance because he entered the roundabout already ( before the car in front of cammer goes over the give way lines). Then the white car from the right entering the roundabout and then the car in front of cammer/you goes.

I had to interrupt watching this video, because Amazon arrived with some spray contact cleaner, which I liberally doused the connection on my high beam stalk on the steering wheel with, and now my high beam works again. Thinking of buying an Audi, then I could leave it on all the time and screw other road users going blind.
1:29 the only one really at fault and causing the issue here is the blue car. He should be giving way to the cream car to his right. The driver of the red car is almost certainly taking that view when he pulled out, also the blue car is going over the middle of the roundabout in his bid to make it the red car's fault.
That tractor looks like a Massey Ferguson or John Deere and yes they do have 3 seats in the cab driver in the middle and 2 passengers 1 left 1 right and they all have seat belts
In that model of John Deere there is only one passenger seat to the left hand side of the driver.

The tractor is a John Deere and like most modern tractors they do have at least one more seat usually to the right of the drivers seat.
The thing is, do your sunglasses match your car? may be as simple as that, I have a metallic red car but no sunglasses to match, perhaps I need to re-evaluate my priorities...

There's always been some exceptions for agriculture in the rules as it was very common for the young members of farming families to take on a full time rôle on the farm from the minimum school leaving age. At one time I think the age limit was even lower.
7:15 Red man signal does not mean pedestrians cannot cross; it is just a warning that the red light for vehicles is no longer illuminated. Rule 198 requires drivers to "Give way to anyone still crossing after the signal for vehicles has changed to green." So the pedestrians crossed when they were permitted to cross and the driver waited for them to complete their crossing as per the HWC.
It seems everyone did as they should and the only one with a problem was LDC who does not like sharing the road with pedestrians. Perhaps it is because he is special?
Red man signal does not mean pedestrians cannot cross, But they have to be pretty STUPID to do so if there's cars there.
That crossing had it's own button, therefore it is separate crossing from the others. They might have had a green man to cross the first stage but should have press the button and waited for green man on the second stage and again for the third. Sometimes you get lights that cover several crossing stages but this was not one of those.

@@BigDavie2000 Red and green man lights are only advisory so it makes no difference. Pedestrians are quite permitted to cross the road whenever and wherever they choose.
These pedestrians chose to cross when the traffic was stationary so posed no risk to anyone and the drivers, unlike LDC in previous videos, obeyed rule 198 by remaining stationary until the pedestrians had completed their crossing.

In most of our tractors, you can fit two people in them...there is kind of a jump seat on one side. On that roundabout...red car first, white car has priority over the twat in the blue car who went over.
As long as you are 17 or over you can drive any tractor unaccompanied on the road as long as you display L-plates.

Yes could be and probably was because no one turned up to do any work for over a day just sitting there waiting at traffic lights with nothing going on in the roadworks very frustrating.

Tractors are category 'F' on your licence. You can drive from 16. Provisional licence holders may drive solo, unsupervised - like solo m/c provisional holders they may not carry passengers unless those passengers are supervising full licence holders. There is a separate tractor test that can be taken enabling 16 year olds to have a full tractor licence when they are too young to have a car licence. Passing a category 'B' car test automatically gives you a full 'F' entitlement even if you've never been near a tractor or even the countryside.

Relating to the l plates.
You can drive a tractor on the road at 16 once you've passed the DSA Tractor Driving Test. Prior to the test, you can drive a tractor to and from the driving test location, but can't practice on the road. However, at 17 you can drive any tractor unaccompanied on the road as long as you display L-plates.
Tractor was John Deere with one fold down passenger seat on left only.
Most tractors this size have a small seat to the left nowadays
The reason Bi Cyclists do not stop at red lights is because they already have too many convictions for 'Soliciting".
Priority should be given and not taken, you're meant to give way to traffic on the roundabout. This does not mean you would be waiting for a vehicle to join the roundabout. As if there were three people waiting to join a roundabout that had three entrances and exits. This would mean everyone had priority and nobody would move. The ruling is literally you give way to traffic from the right on a roundabout & not awaiting joining. Logically then one would assume that the car that is actually going to have the clearest route and the shortest time on the roundabout, should go first and this looks like it should be the red car as it is leaving the roundabout at the next exit, the numpty in the blue car should have driven a little bit slower to allow him to clear the roundabout but he could have gone and given priority and giving priority to the red ca and the car that merges from the right should have again... given priority to the car that was already on the roundabout before he joined. Infront of him.
All often you see people gridlock roundabouts, block exits because they have entered with no means of progressing any further. Because they have priority and it is their right to enter and therefore sit in front of the exit blocking it and causing gridlock. But it doesn't make it common sense does it. It does sod all to improve traffic flow.
An example of this used to happen in Ashford a few years ago, where the junction of elwick road met station road. They had placed a temporary bus stop close to the exit of the lights. Traffic coming down elwick road. Would often stop at the red light and the cure would form and the numpties, within park next to the bus that was loading and unloading passengers. Best with mine that nobody could clear the junction could clear the junction that was turning into elwick road because they couldn't get past the bus. This used to cause gridlock because they had parked next to the bus instead of leaving room for cars to flow past the buses and thus allow traffic to flow.

2:59 On the way out from where you dropped someone off, there are two signs saying "Vehicle Exit Only". It looks like none of you should have gone in that way.
I did notice that but I have to go back there to check and see if there is another entrance in because I sure as hell couldn't see one.
That doesn't mean it's not an entrance, it means that pedestrians should not be using it as an exit which is because there is no footpath there.

At 1:26 the white car has priority over the blue and red car because it’s on the roundabout first, the blue and red car haven’t got priority over the white car so they shouldn’t have gone which is why they nearly crashed in front of the white car
Learner driver in tractor is okay,but can't pull any equipment ie trailers , ploughs,or farm implements just the tractor.

Answer your question is is someone who rides a motorbike and is a learner have to have a qualified passenger same applies to tractors I took my tractor driving test on the road when I was 16. If you drive an articulated lorry you need an HGV 1 licence yet if you driver fast track which is classed as a tractor will a 30 ft trailer behind it you don't need a hgv licence although it is articulated just like an HGV 1 lorry and you can do it as long as you pass your tractor driving test another full tracker licence you can do it at 16 is agricultural exemptions
I drove articulated trailers (35 to 40 foot) for livestock with a Trantor tractor unit that would do about 50mph, weighing 30ish tons in total, and did this on a provisional licence. Crazy really when you consider the training HGV drivers have to do to drive smaller vehicles than this on the road.

The Motor Vehicles (Driving Licences) Regulations 1999: clause 16
(2) Subject to the following paragraphs, the holder of a provisional licence shall not drive a vehicle of a class which he is authorised to drive by virtue of that licence-
(a)otherwise than under the supervision of a qualified driver who is present with him in or on the vehicle,
(3) The condition specified in paragraph (2)(a) shall not apply when the holder of the provisional licence
(a) "is driving a motor vehicle .. . in category F, G, H or K which is constructed to carry only one person and not adapted to carry more than one person"
But note
paragraph (2) (c) while it is being used to draw a trailer.
does not have this exemption. Pulling a trailer requires a qualified supervising driver
So in summary :
17 year olds with a provisional license may drive a tractor, not pulling a trailer, on the public highways without a supervising driver if the tractor is designed for only one person

11:41 Closing a bus stops inconveniences passengers. Why does LDC think he is more entitled to use the road that buses and their passengers? Did he use the wax? As the video showed, keeping the bus stop open inconvenienced no one, passengers were able to use the bus and cars behind the bus were able to pass quite happily. Even LDC was not delayed by the bus stop.
Roads are for everyone: pedestrians, motorists, cyclists as well as buses and their passengers.

Yet again you really don't get it do you, the bus has gone past the lights to pick people up at the bus stop he has no idea what color the lights are when he continues after picking passengers up, if you can't seriously see what's wrong with that then you really do have some issues.
If you but *_thought_* for a second you'd see that Tony's comments are about the safety of the bus and, its passengers and everybody else on the road. The bus driver cannot know the state of the lights, therefore he is in danger of driving against opposing traffic in a restricted section - said traffic (possibly including cyclists) believing that it has a green light and an empty road ahead. It's not rocket science to work out that creates a potentially dangerous situation. It's only about the right of selected groups to use the road if you have a bee in your bonnet and a chip on your shoulder. Oh, and have you not heard of the idea of closing a bus stop and placing a temporary bus stop nearby outside the road works?
Someone who may know the official rules can correct me if I'm wrong (please quote from somewhere if so for fact checking), but I believe if a bus stop is directly affected by or lies within either the area being worked on or even the convoy section of a road works (area between controlled traffic like in the video here), then it needs to be suspended from use until those road works are removed.

The bus driver doesn't need to know what colour the traffic lights are after picking up passengers as it has already passed the relevant light so can proceed regardless of the status of your light.
Green does not mean go or that you have priority; it simply means that the prohibition on passing the stop line or sign no longer applies and you can proceed if safe to do so.
If there is a bus coming towards you with insufficient room for you to get past, then it is not safe to proceed, so you have to wait.
If you understood and followed the law on traffic lights then you you would have fewer issues. It really is not that hard.

You didn't have priority because he was already in the roundabout before you crossed your give way lines.
A roundabout isn't first come first serve it's priority to traffic approaching from the right. You will not find anything in the highway code to back up what you've just said you will with what I've just said.

OK if that's what you believe carry on driving like that and see how you get on with an insurance company if someone goes into the side of you at a roundabout as I've said the highway code doesn't say anything about if you're on the roundabout first.
