The Empress is a symbol of the archetype that is our Divine Mother. So in that sense yes, but of course it goes deeper. To really comprehend this, study is not enough. One must learn how to reach deeper and deeper meditation through daily practice. With enough patience and intention to comprehend, our Being can teach us.
It really is a matter of intuition, however one can meditate and in their own way ask their Divine Mother, who is the wife or feminine aspect of the Holy Spirit, this question. If you become more conscious in the Astral or Dream State, there will be an answer that is given. 🙏

She is the elemental electric force of the Second Logos but resides within the sexual force of the Third Logos. Before we are given the choice to incarnate Christ, we must be born again. This is a matter of sex, which involves the formation of the solar vehicles - the flaming sword that must rise within us to hold the energy of Christ. If we reflect upon Christ's crucifixion, we shall witness the tremendous sacrifice that is the labor and unfoldment of Love. Thus, we have to become angels, which represents the Fifth Initiation of Major Mysteries, where we choose how we wish to define ourselves. The beginning phase is that of the vulgar man of the Earth, wherein we refine ourselves through understanding the foundation of our psyche, which lies in sex. The second phase is that of the man who loves, as we will have risen to a level where lust no longer dominates us. We become as innocent children, the true human soul. From there, we receive an invitation to incarnate the work of the Second and Third Mountain of the path within ourselves. Let us first become true human beings. Then we will know Christ, for if we were to see Christ today, we would perceive him as black. This is why Christ is always martyred. And this is why he is known as the terror of Love and Law because there is only one single law that governs, and only the one who has the Word within him knows these things. Not I, or anyone else, which is why in the third selection, where Christ resurrects, the one who knows becomes the man who dwells in silence.
