Update: Kinda solved it by using my keyboard control panel to bind 9 to F24 (this also removes my ability to type open parentheses, but I found a workaround) which let me unbind 9 in terraria and now it works fine, so it was probably just my busted old keyboard, might be time to finally just get a new one. Terraria back on the menu for Christmas!
Have you tried fully reinstalling the game, going browse local files, deleting everything , reinstalling? Sounds like a potential issue with your config files. If that doesnt work, if you have spare peripherals change to them see if that fixes it. If that doesnt work, it might be an issue with a different program interfering with your keybinds
Also, check the keybinds for "scroll hotbar left" someone mentioned that as being the issue Badically check all your keybinds, make sure everything in that screen is bound to one ting

Try to delete input_profiles file inside terraria folder.
