Try joining programmes organised by any SG local organisations!E.g. dancing/baking or even a brisk walk.Thats one of the fastest way to make new friends with singaporeans imo!

Whatever their ethnic and cultural background, Singaporeans, in general, are quite friendly people, if you know how to mix with them. Singaporeans are family-friendly, highly ethical and disciplined, somewhat moral as per their respective conviction, corruption-free at many levels and very professional when it comes to their work. But these mainly applies to long-time Singapore citizens and may not be relevant to recently arrived co-ethnics and non-Citizens. So, be careful in your interactions, though safety is never a question in Singapore. Good luck !
Some Taiwan expats in technology industry said that if the salary under 3000/month(any kind of work) Singapore dollar, it's not that worth working there though.
