Just to clarify for anyone who doesn’t know, each track has hidden checkpoints for CPUs. If a CPU hasn’t passed the checkpoint within a certain time, the game will register them as stuck and will respawn them a bit forward than you last them on screen or mini map
Which is still better then the older games... I remember on the SNES their position was essentially fixed until they got hit by a shell.. after which they got a hyperspeed boost until they regained their lost position in a few seconds... even if that position was in front of you...

Then you'd have the "third place" character finishing second instead. If you did this on the second or third race of the cup, it'd buy you a larger point buffer before the final race of the cup.

Unfortunately though, patched Switches can only be modded if they're running firmware 4.1.0, and "New" Switches and Switch Lites can't be modded at all as far as I know. If you got your Switch after, like, July 2019 or have a Lite, you definitely can't hack it. :P
Remember, this isn’t that slow on stages with dash panels, since they bring your speed back to (relatively) normal. Not sure why you didn’t go for the dash panels on 2CC but whatever. The reason Baby Mario seemed so fast was because he A. got a mushroom, or B. went on a dash panel.

I was sad that Funky Kong didnt make it in MKart 7 and MKart8 (not to be confused with MK as Mortal Kombat, you know what I mean XD) I guess Yoraizor's coffin dance meme of Mario Kart Wii explains what happened to Funky because his stats was higher than other heavy racers in MKart Wii that Nintendo called him a cheater and got disqualified and banned to participate in further Mario Kart games, which its a bummer because he has such a badass design and he was my 2nd favorite heavy weight in MKart wii next to Rosalina

This is simultaneously the slowest, funniest, most climactic and most efficient way to play Mario Kart 8. Now I want to see a 25CC 8 race session with texture mods replacing all characters, kart options and items. Hope I gave you some inspiration.

It probably would be impossible because you physically can't have a 0cc Engine, since an engine cannot be 0 Cubic Centimeters. At that point it just wouldn't be there/not exist. Like @Ruthless said, you can't beat a race if you can't move. Most people don't actually know what "CC" in Mariokart means. They think it has to do with engine power, but really it just denotes the size of an engine, not necessarily its power. A 1 CC Motor would probably be something like a toy Pull-back car realistically lol
A few years ago I loved messing with Mario kart DS on emulator with action replay codes, doing things like one cc or 600cc, messing with the computer players or change in critical aspects of the game. If you want one cc to feel a little better, you can turn off textures in Mario kart DS with an action replay code, thus you don't know how far you are in the actual level.
This reminds me of that one episode of "The Amazing World of Gumball" where there were having this big, epic chase scene on these slow ass old folk scooters. Funny shit dude!
Using mushrooms in the 1CC race reminds me of the vehicle in Kirby Air Ride that's at top speed at all times, but stops on a dime when you press the action button.
