I live in saskatoon, I think the city deserves at least a 5 due to it's proximity to the dundurn ammo depot and the abundance of wild game within a short distance of the city.
You didn't consider: abundant food around, many physical resources around with low competition, no earth quakes or tsunami likely. Low landslide potential as well. Most people here still know their neighbours and live close to family and other networks of support.

Wasnt expecting Toontown to be called out. TBF, if that situation leaving the city would be the first thing I would do. It would only take one winter to probably wipe out the majority of the city, for sure. Most people would likely run south rather than go farther north to the forests.

You make it sound like we live in a Detroit during Halloween level environment for crime. I’ve lived in Saskatoon all of my 53 years on earth and I’ve never been mugged or had my house robbed. It does get cold here in winter but so does Minnesota. I would say we are more safe here than many places because if we had enemies there would be not much here for them to target since we’re a small city with nothing logistical to target. No ammunition factories or important strategic facilities.

4.4 million people in western Washington. 4 ways out. I-5 north and south. And 2 mountain passes. Only one pass is upgraded for major traffic. The other is 2 lane. Don't get caught in there.
I disagree. Plenty of wood supply just hiking range out of the city. And not sure why there would be nuclear fallout risks, not really a political or military target of any kind. Also lots of great hunting nearby, and good soil for crops....could easily survive the winter if you know what your doing and don't mind canned food for 6 months every year.

I was taught how to wipe a city off the face of the Earth and leave a corresponding dead zone of 400 square miles and you cannot go there for ten thousand years. It would be nothing remaining from the city except for maybe a hump in the ground where foundation used to be in a sea of glass. And then they decided not to let me play with my toys and that's just not fair. Aren't you glad they didn't.

There is a military base 15-20 minutes outside of the city. A pretty big munitions depot that would be a prime target.
