In most scholarships only 1000 characters are allowed for motivation letter , the problem is 1000 characters is not that much enough to include our specfic goals , work experience and everything everything
If we choose 2 different universities, do we need to create 3 different motivation letters? 2 for each uni and the other one goes to tempus foundation or committee members in our country?
I do not know about committee members, but the name of the person who is responsible for your documents in your country can be found in the website of Stipendium Hungaricum

Is there any competition regarding getting dormitory room in stipendium Hungaricum scholarship program in Budapest? Is this criteria different for other cities or not? ( Like Debreceen)

I do not think there is any competition to get a dormitory room, in most cases if you apply for a room on time, you will be able to get it.
