What does PM Modi's climate change goals at CoP26 Glasgow mean for India? Sunita Narain explains.

  • Climate Change activist and Director General of Centre for Science and Environment, Sunita Narain explains India's new Climate change commitments that India's Prime Minister Narendra Modi made at the high level segment CoP26 in Glasgow. Mr Modi presented India's new set of climate goals that include:
    1) India will increase its non-fossil energy capacity to 500 GW by 2030
    2) India will fulfill 50% of its energy requirement from renewable energy by 2030.
    3) Between now and 2030, India will reduce its total projected emission by 1 billion tonnes.
    4) by 2030, India will reduce the carbon intensity of its economy by 45%
    5) By 2070 India will achieve the its net zero targets 2070
    Ms Narain explains that India did not take up these commitments because it is responsible for climate change, but because India seeks transformation and equity in the climate change actions.

    It's true that historical emissions of GHGs from industrialized, developed countries are to blame for the global warming we are experiencing today. However, the current and future emissions will be largely contributed by developing countries. The blame game should not be the reason for developing countries to continue emitting, and building more coal-powered plants. As India expands its renewable energy access, so should it also start phasing out coal, and if it happens to receive the $1tn climate funding, then it should completely phase out its coal-fired power plants by 2040. This is a significant target area for climate change action that India has opted out of in the COP26 global alliance.

    Although 50% renewable energy target is beyond applause and challenging and appreciable but reaching net 0 till 2070 for India is somewhat disheartening and late ,wish if it could have been 2060 .

    The sorriest part of the story is it is still regarded as prime minister's personal commitment can we apply equally to all mps and mlas as well as municipal council members. Which shall be set as a precondition for granting permission to contest elections. At the least, they apply solar generation in their houses and offices and contact centres as inspirations and pilots for establishing methods of availing grants, loans and net metering additional funds may be provided by centre, if needed. Very simply if Modiji would build 50 percent rooftop generation at varanasi, following soniaji would do 75 percent at Amethi ( she is dedh sherni, no underestimation not 1.25.ki khela hobe? . Omi dekhchhi. Else if suvendu adhikari would build 50 percent solar energy at nandigram.
    Kolkatta would be the first metro in India to be 100 percent solar. A global trend setter!!!!!powered in five years following

      Yes it should be called India's commitment.
      And it should be discussed by PM and other politicians in election and else if it is also his person target too. This will reflect real commitment. Contrasting parliament passes bill diluting environmental laws.
      Environment issues are to be dealt in holistic way.

    Very well explained. good points discussed, however, we need regions collaboration to minimize the effects of climate change now and in the future. India and any other country cant do this alone, need collaboration in technology, energy, adaptation, and risk reduction.

    Even if India claims to be lesser of an evil in this climate crisis from historical or present perspectives, bottom line is that climate and ecological crisis does not play by the rule of national boundaries like we human are so obsessed about.
    There is no choice, its a humanity crisis and India belongs to the people and people want their leaders to act. We need this earth to survive and not the otherwise.
    p.s I am happy India is part of this important and essential effort.

    I think this is a right move by India to have set these ambitious targets. A day back I was only hoping, now I am sure India is looking to lead in Green energy. In between it is important to provide good basic access to health and livelihoods to the poor. If India does that I am sure it will lead to meaningful change. On the contrary to what many may think, given the basic access to good health and livelihoods, the poor may even be more happier than the so called middle and high income people.

    India needs to do it for its own citizens who are literally dying of pollution. Millions of Indians are sick from drinking polluted water and breathing poision. Pregnant women have their unborn children effected with serious development issues. #1 benefit from these policies will be for India's Citizens. I wish India would have tackled pollution issues decades ago. Indian should also move to a Hydrogen as main source of fuel as Japan/S.Korea are moving in that direction.

      That's why every citizen should STOP the massive funding of climate change and spend it on clean water and clean emmisions. Saving the planet is ludecrous if your people are dying in the streets.
      One other thought, Hydrogen is a terrible fuel since it take more energy to make, store and transport than you actually get out of it. It also is a tiny molecule that leaks out of fittings easily and also has a very low energy of activation (think explosions).

    I was hoping India wouldn't get sucked in to the CO2 sleight of hand... there are definitely pollution issues that need to be addressed but CO2 is not one of them. ... we are already at worryingly low levels of CO2 for plants to survive and need much higher levels for them to thrive.

    Whom are we negotiating with? The physics of greenhouse gases don't care who emitted when and for what purpose...Because of India's geography it will be hit very hard in the next 20-30 years and that can change everybody's perspective on climate change (Will the other polluters pay for these catastrophes?)

    What does she mean by India does not need such commitments? At least the emissions in developed countries are reducing. Being the third largest CO2 emitter and nothing needs to be done? This kind of mentality is the reason behind India's massive increase on emissions for the past few decades.

      India would have to reduce
      the emissions intensity
      (emissions per unit GDP) by
      85% - it has so far reduced it
      to 24% from the 2005 levels.
      The share of non-hydro
      renewable
      energy has to increase
      to 65% from the 11%
      today; the share of electric
      cars in passenger sales has to
      go from 0.1% today to 75% by
      2040; and the share of fossil
      energy in primary energy
      has to decrease from 73% to
      40%.
      India, as part of its NDC in
      2015, had committed itself to
      installing 175 GW of renewable
      energy capacity by 2022.
      Till February 28, 2021, the
      country had achieved 94 GW,
      comprising 25% share in total
      installed capacity for
      power generation. If large hydro
      installed capacity is included
      (45 GW by February
      2021), then India’s nonfossil
      energy capacity is 139 GW -
      close to 38% of installed capacity
      - according to the
      Centre for Science and
      Environment.

    India ambitious targets without any scientific study and transformation course is problem..until reaching cop 26 no body knows net zero commitment...how such transformation affect our economy...no answer is concern...good thing India commited for island development

      The targets set by other countries are also peculiar. In 2030, its just not possible to limit the temp rise within 1.5°C and none of the developed countries have compensated enough to the developed ones as they have promised in Paris Climate Action. Both EU and US owe a lot to India and China.

    Very Ambitious. India being poor with majority poor people with lesser wants n being smaller country, the emissions are lesser. The developed countries will have to give up their luxurious lifestyles n look for alternatives to decrease the emissions

    Respected madam, why Govt and their beurocratcy don't seem to take strict actions against irrational and irresponsible forest land exploitation and destroying lakhs of hectares of forest areas for industrial purposes in the name of blind development which are creating natural imbalances and hazard to environment, ecosystem leading to climate change,natural calamitie like floods,landslides,drought..

    This sort of bizzare logic lets the members fly private jets to the conference and then say "oh, were using environmentally freindly jet fuel".
    Either it's a problem and you stop doing it OR you're being a hypocrite.

    Huge respect for Sunitaji but I can't get my head around ...
    1. How long can we hide behind per capita emissions. The planet and it's climate don't care for this parameter. Fact is that we produced so many humans in this part of the world that we end up cumulatively producing a lot of pollution from here, including GHG emissions
    2. Modi can provide any roadmap but fact is he has diluted every environmental law in the country over the last 7 years, including the forest conservation act that was weakened just a couple of weeks back. Except for the jump in renewables, spurred by low prices and opportunistic corporate friends, his impact on India's Environment has been catastrophic. Down to Earth itself has documented this often

      I think its them who are hiding behind gross emissions
      No doubt it's important that we change our ways to renewable energy but you also have to think about it climate change has been harped for a long time but emisions have only been increasing by the developed nations. That's why she wants a just climate action. Per capita is the most accurate measurement for me and variance must also be included.
      We have 1.38 billion people atleast 19% of world population in a just and equal world every body should have same carbon footprint, so we'll naturally be second highest. Still many rural areas aren't electrified and urban areas are polluting the environment. For me it should be the big corporations of every country who should be the first to do it. To reduce air water and land pollution and green house gas emissions. They can afford it and they are the most polluting so it's fair for them to be the ones to start. But No they wont they want growth and it to be cheap. So u will only see them saying targets and targets but no implementation until they see it as an opportunity or to reduce losses. Cause they only see in terms of profit and loss when it comes to important issues not the morals.

    The west polluted so it should cut down the most on pollution. Right. But, it also developed technology and governance systems along the way that benefitted the rest of the world.
    So does the case, ie the "guilty" West should help the rest to cut down pollution by way of money and technology to save the earth, factor in the benefits that rest of the world already extracted from the West's polluting practices and shared "guilt" if any? Exactly how? 🤔
    The world did after all transform itself using the Intellectual Property developed by the West. Even still the most disruptive innovations are coming from the West.
    The point is while the "guilty" West must pay for it's historical and current "wrongs", what should the rest of the world pay for benefiting from the original Western "guilt" PLUS the willful guilt of its own that it is accumulating now 🤔🤔
