BTAS is a masterclass in casting the definitive voice actor for each Batman character. Batman, Joker, Robin, Harley, Two-Face, Penguin, and best of all, Mr. Freeze.
Burgess Meredith will always be the actor I think of when the Penguin is mentioned. But I liked the Animated Series and the Batman versions of the Penguin too.

Robin Lord Taylor did soooooo good, he definitely held Gotham up. I'm re-watching it now and I keep rooting for him, HOWEVER! Danny Devito's vicious gangster version of The Penguin is God tier.

i think the thing that distingueshes penguin from most of the rest of batman's rouges gallery was that they were VILLIANS, whereas penguin was a CRIMINAL. it's a subtle difference but a notable one nonetheless. that's the core of the character in my opinion, and the aspect any new actor coming to the role for the first time needs to start with as the foundation of their depiction.
Great list. I thought Danny Devito's Penguin in Batman Returns would make number 1. Like his backstory, Devito's performance and his appearance were all incredible traits to this character and are my main reasons why he is my favourite.
I think my favorite "Penguin Portrayl" is one most people won't remember, or know about (and which saddly, I haven't found on-line): Burgess Meredith was one of the regular hosts of a show called "Those Amazing Animals", and one episode had penguins. At the end of the segment Burgess Meredith, using his Penguin voice, invited the birds to follow him, "and I'll teach you to walk like the penguin do."* It was truly awesome (I'm old enough that as a youth, I watched the Batman series as it first ran.) As always thank you so very much for the videos (*That was over forty years ago; so my memory should be suspect, and though it might not be exactly right, I think it's fairly close.)
I think DeVito should have been number one. Plus, I think his portrayal was perhaps the inspiration for the horrifying cruelty of North's penguin in the Arkham series, and his appearance legitimately led to similar designs in the future, even with Williams. As for Taylor, his portrayal of the Penguin is perhaps the most sympathetic, and it makes him potentially a far better character to root for than even Gordon, Selina, and above all, Bruce Wayne (that is because the different seasons show him to be willing and able to fight to get attention and what he wants [like many], and he had done some good things like protecting and mentoring the young orphan boy and aiding Bruce Wayne occasionally and helping protect Barbara from Bane, and his ultimate plans for revenge against not only Theo and Tabitha Galavan, but his half family, Fish Mooney, and Hugo Strange were highly justifiable and just as satisfying to witness when you know what all of them did to him).
I didn’t know Paul Reubens played the Penguin’s father in Gotham, nor did I know the Penguin’s father was in that series. Could this mean that Gotham was an alternate universe where the Penguin was born normal?
Robin Lord Taylor should have definitely been higher as he his the longest running villain in the show and he's in pretty much every episode. He is definitely one the best versions of the penguin I have seen

Gonna be real over the last few years DeVito has went from 1st to 2nd cause of Gotham’s Penguin. I think DeVito is such an awesome & original take to the character (like The Batman’s Riddler). But others have been more accurate.
