How to do 1-in-18 suji counting:
The 1-in-18 suji guideline assumes that your opponent is in tenpai on a ryanmen wait (usually used against an opponent's riichi). Of the 27 character tiles, there are 18 suji. (e.g. there are 6 suji in the pinzu suit: 14p, 25p, 36p, 47p, 58p, and 69p.)
Every time your opponent throws a character tile, or a character tile passes, strike that off the possible list of suji. An easy way to do this: start from 18, minus 2 if he throws a 4 5 6 tile, minus 1 if he throws any other character tile (1, 2, 3, 7, 8 or 9).
When it reaches the thresholds below, stop pushing and start folding:
12 suji left against the dealer when you are in 1-shanten
10 suji left against a non-dealer when you are in 1-shanten
7 suji left against the dealer when you are in tenpai
5 suji left against a non-dealer when you are in tenpai
IMPORTANT TO NOTE: the above is pretty much just a guideline. It is less effective when faced with early riichis because early riichis tend to have bad waits. Your push/fold decision making should also depend heavily on your hand value (e.g. no point pushing a hand if it's just 1000 points) and point distribution.
Might make a more detailed video on this in the future (with voiceover, if I can think of an engaging video format).

16:05 Tenpai at draw is a good outcome, but expectations for 3-sided wait are usually higher.

previously u mentioned how u usually like throwing out early tongs as first throw to prevent dealer from double tong, any reason for this case to be different 0:20? Also sapphire?

      1) in case I drew the pair of Tongs to increase my hand value (because my hand is only worth 1000 if I pon the Hatsu, but will double if I can pon the Tong and Hatsu), and 2) because I wanted to wait for my hand to become more ready to fight against his double Tong pon.
      And yes :)
