Of course he did not want to surrender. He just wanted to make his enemies believe he gave up. His BFF obviously knew that and sacrificed himself to convince all enemies and most his own men.

The only thing in that exchange that wasn't an act was him saying farewell to his friend. Truly heartbreaking.

Toranaga never intended on surrendering but had to put up an act in order to convince everyone that he was weak and giving up. The only question is was Hiromatsu in on the plan or did he only realize the plan once he pledged to commit seppuku and then saw the look in Toranaga's eyes. In the end, Nagakado and Hiromatsu both gave their lives in order to further Toranaga's plan.

As a Japanese, I believe that Hiromatsu realized the plan himself.
He observed him in conversation with Yabushige and thought that this would make Osaka realize his plan.
That is why, in order to make Tranaga's plan more perfect, he decided to commit seppuku at a time when Tranaga could never refuse. Tranaga realized this and tried to keep him alive by saying, "Let's commit seppuku together in Osaka.
Tranaga, of course, had no intention of committing seppuku in Osaka, so he implied, "If you know the plan, there is no need for you to die"
