You can choose either the Z axis or the X axis for this setup, if you want platforms that rotate in different directions. (Technically you could also do Y axis, but that would rotate like a door and isn't really seen in Mario games.) Additionally, I'd say 30 frames is more than enough time for the rotation, which also helps to ensure that the rotation is complete before the player lands and is able to jump again.
Yes! And a if you really want it to look perfect like the sample someone else made shown at the end you can spend the time to add those rectangle “scaffolds” all around them.

Used creatively this can be a really fun and frustrating level for a game. Nice that it’s so simple so it doesn’t take up much space.
