The fact is that, the Tower of Eiffel was rejected by almost all the people in Paris in the early 19th century, ignored and even considered as an Iron Junk. But Gustav (Tower designer) had utmost faith in this project, that he even ended up funding the project with the Government and eventually it became the Legend of what it is now. An Inevitable part of France.
