The cause of most flash floods on back road creeks is simply stix and logs and crap jammed up against culverts and small bridges. It can be devastating if you get a heavy rain and all that crap lets go. Best to clean the creeks out on your property.
This reminds me of the large lake that used to exist in Huntington NY before it was drained and area turned into housing. The lake itself was actually in the woods, and after it was drained it was discovered to once be a large 200 year old home, Mansion size, with the building itself completely gone and what was left of the base, completely under water. The base had a very old drain that was ceramic, not metal, or pvc like they use today. The lake used to be at a day camp that no longer exists called Tom Sawyer day camp, all housing now. Not a single thing exists to show it was a wooded area. The large hills, lake, all gone as again lake was drained, and hills bulldozed. First time I ever seen such a large landmark, wiped out.

Lost my first wife, related to 9/11 and moved to CA to start over. Used to work for that camp, and was just shocked at the landscape being wiped out. They obviously kept it quiet about the lake, or a lot of organizations would have put a stop to the old foundation being destroyed. I was too young to realize back then, that a house could have existed there. There was plenty of hints, like patches of gravel sticking up, like a road had once existed. Was a nice and serene place. There was also an Archery and range nearby. Used to borrow arrows from the camp owner and use the targets when they weren't being used by customers. The owner of the range was actually a nice guy, at least to me. Sad it's all gone now. Only other lake Id visit was near Jimminey peak Massachusetts. Would ski during winter, and use the alpine slide in summer. Rented a cabin that has a river next to it. Follow it up the mountain, past two water falls, to an even larger lake over there. That one still exists. Not like they can bulldoze a mountain, at least that one. It's all rock underneath. Haven't been there since my dad died many years ago.

I'd never advice going in a culvert without someone near. One idiot, Post10, thinks it's ok to go out in the middle of nowhere and do it. Accidents happen all the time. He says he's OSHA trained but he's not. They would never think that's safe. Good job and be safe!
I agree and was very confident I wouldn't be in any danger knowing that I already drained it down beforehand. Often times I have someone with me and if not, my location is shared. I'm also typically close to home and don't travel to do this. Thanks for watching!

This...there are many good quality "Cut Level-1" gloves out there for just a few $$$. Besides critters there could be metal or glass in the cleanups. Search out Milwaukee Cut Level 1 Nitrile Dipped Gloves. You can buy them in 12pks for about $4 each shipped. I have used these for about 4 yrs now. They hold up really well. Cheers
if you know you will be doing this then you should have come prepared with some sort of tools, not just your hands, what if a dead animal was blocking the flow of water, very risky.
Please use gloves and a rake. You do such great work it would be a shame if you got hurt, bit by a snake or infected by bacteria or flesh eating disease.

Post 10 does play it safe and gets permission to unclog culverts. He probably has to sign waivers releasing the cities, counties from liable.
