Imagine you are a career federal/state bureaucrat and that you are a couple of years away from a really comfortable pension (and, for the sake of argument, an equally or more comfortable sinecure from a multi-billion dollar multinational corporation), how much boat rocking are you going to do. Then imagine that your ultimate boss-for a federal bureaucrat that would be the President of the United States-has made a very public, much-ballyhooed commitment to some action (say, for example, the construction and operation of 30 gigawatts of offshore wind powered generators, and attendant offshore and onshore infrastructure) by a date certain (say, for example, the year 2030).
The question isn’t what you would do. The question is what would the “average” career bureaucrat do. From my time as either a (not career, not surprisingly) bureaucrat or as someone who has been professionally involved with career bureaucrats for more years than I’d like to admit to, I suspect that self-interest and a rational assessment of the chance of my career continuing unhindered might influence my decision-making. Maybe just a little bit.
This situation should be examined But any such examination should be closely monitored by unimpeachable observers. The amount of money involved (and the political pressures that could be brought to bear) could be staggering.
    Keep up the great work.
