When using incendiary, is it better to focus shells and create larger fires, or circle around the enemy and ignite as many sections as possible?

Better to circle around, if target is big cruiser, because FSS work about 5 blocks near

Circling around will make their FSS annoyed, alot.
Which means: play with fire, not water
