Great question Jean! Yes, this is sarcasm which is a very important communication skill to have. Many people are very sarcastic in everyday conversation.

Optimistic means already positive, doesn't it?
I think that there should be the negative words instead of 'optimistic'.

"Don’t be so optimistic Samantha" - this is sarcasm which is very common in the US, Canada, UK, Australia, etc.
There are many articles and examples explaining sarcasm (I recommend to Google it to get lots of examples) but basically it's a kind of humor where we say the opposite of what we really feel.
