Nope. the floods in Dubai were primarily caused by heavy storms and inadequate city infrastructure to handle such heavy rainfall, rather than cloud seeding. The city's rapid development, with much of its surface being impermeable concrete and glass and little green space, exacerbated the flooding. Furthermore, the clouds were monitored to have reached there from days prior in the surrounding countries. Quit giving humans that much power they do not possess.

Now the city planner of Dubai have learnt the hard way why it is important to have a well performing drainage system below street level.
Especially because when it rains on deserts, it sure rains years worth of water in an extremely short period of time. It was that guy's fault for ignoring weather patterns of the city he helped build.
No drainage system would have helped them. A couple of years ago there where somewhat similar images in New York.

У нас совсем другой менталитет сколько не выкладывай всё равно будут воровать, даже если за это грозит смертная казнь. Подруга отдыхала в баре в Дубае, забыла сумочку, на утро даже не подумала идти искать, там деньги, навряд ли, вернут. Но перед отъездом,через неделю, опять там развлекались, служащий бара узнал её и вернул сумочку. У меня погибли дочь с зятем в дтп, при ней был дорогой телефон, когда подписывала бумаги у главврача морга спросила, он сказал, что нет ничего, там просто много фоток и видео было хотелось оставить на память, а муж спросил у санитара, который гримеровал тела, тот сказал у главного в столе. Муж несдержанный, тем более в такой ситуации, незнаю что он там творил в кабинете у врача, но вышел с телефоном.
