The song is literally named "Harry Tuttle, A Man Consumed by Paperwork" in Michael Kamen's score. Funny, I've been thinking of it a lot lately ...

This is probably my favorite “What the cream eating fuck” of a movie out there. It’s all so crazy yet still makes sense.

That’s why I’m so glad my GF got out of there. She basically won the lotto, when she got a visa to Canada. 6million Brazilians apply each year for a few hundred spots, for the entirety of S.America.

I could be wrong, but I'm thinking it is called BRAZIL because that (and Argentina) was a famous place for nazis to escape to (ie if Brazil is good enough for nazis to escape to, then it's good enough for everyone else).

Because of a mythical Irish Island called... Hy-Brazil. Its not because of the our country. I dont remember all the details, its a cool story, and Brazil's(country) name originate from it.

The female lead points out that terrorists don't actually exist, and the common people know it, but the agencies keep up the pretension, ignorant of what the people know despite pervasive surveillance.
This reflects Englishmen's familiarity with the Irish Republican Service during the time the movie was made.
The movie goes on to show how an act of terrorism is actually committed by the protagonist, a government agent, implying that all acts of terrorism that are reported by the news services are really accidents that happen whenever subjects rebel against the system.
This also fits with how and why Tuttle is a wanted terrorist: He professes the same thirst for heroic drama as the love-struck protagonist.
That the system is actually flawed is shown when the replacement floor doesn't fit.
If not for that, one would think that the system, although inhuman and alienating, efficiently works to the benefit of the ungrateful humans.
Even Buttle's accidental death can also be attributed to this same human failure, just like the ones in the long list of crimes and misdemeanours that the protagonist committed while trying to do the right thing.
That private enterprise without adult supervision is no better than the government is shown with the competition of the plastic surgeons throughout the movie.
