Only because they're among the most iconic demons that every Megaten player should know. These guys are as notable as Legion, Metatron, Vishnu, Beelzebub, Arahabaki, Ame-no-Uzume, and so on. Also, Hozumi really took "USE BUFFS" to heart, since the only things he does aside from spam buffs is throw in some regular attacks, summon his demons, and increase his turn count. Finally, Cerberus wasn't part of Demi's original team, only because Cerberus was ALSO plot relevant in DDS1.
I see every game going forward is gonna have that "Demi-Fiend" style boss that uses some of the most iconic demons that been around since the first game.
The reason being is that it goes deeper than that. As you said, these are iconic demons, everybody knows them. Thus, the only reason they feature is because they've been around for a long time, appearing in several games, and oftentimes in plot relevant contexts. These guys are as notable as Metatron, Beelzebub, Kikuri-hime, Legion, Pisaca, Hanuman, Ose, Vishnu, Loki, Seth, and The Archangels. They would show up one way or another, so it has less to do with them all showing up in one specific focused instance.

damn the boss fights are such a let down in this game. generic human + asset fliped models from previous games. no more cool unique monsters or transformations like p5 or dds or heck any persona.
Not only are the humans not generic (potentially to their detriment, as many people hate their designs), they are active participants in the fight, with their own gimmicks and skills. Every single boss Summoner has their own unique shit they bring to the table, even RS, the most straightforward of them all. Couple their own skills with the fact that they synergize with their demons, and there's the fight. Also, if you're complaining about asset flips, then you might be a fan of the wrong franchise. These demon models have been around for decades and just get iterated on with each successive game, and their animations specifically have been around for even longer. Also, I don't know about you, but I fucking love when you get to fight other demon summoners in Megaten games. The fights against previous protags in the SNES SMT games, fights against other Persona Users (although they're always complete pushovers, in every game of the series) the various fights against other Summoners in Soul Hackers OG, every time you fight another Demon Tamer in DeSu, the Hunter tourney in SMT IV. I love when you get to fight another summoner and see their team comp, see what kind of combos they roll with, what kind of gimmick they're going for, and so on.
