Another Hotline Miami-ish fps you could check out is Season's Beatings. While it's visuals are kind of standard, it's gameplay is great with bite size levels and one hit kills, making for some intense kill puzzles to solve.
Fun Fact: one of puppetcombo's projects was a remake demo of hotline Miami done in an over the shoulder perspective with his signature ps1 3d style. It's pretty basic (theres not even a HUD or any of the trippy effects... Not yet anyway) but it looks solid as a fangame concept!

I thought this would be another lame fps trying to ride the adrenaline trail that so many are doing today, but I really like that you actually have a consequence to your actions. It's something I've been longing for, an fps that isn't just pulp roguelike gameplay and has some actual effort put into the atmosphere and story. Also those environments look incredible, kind of like prodeus' lighting but with more variety.
The 2D characters just come across as a compromise or lazy. They don't fit the game or rest of the art really. It's not unusual for imitators to copy elements superficially without understanding what made the original work good. Hotline Miami is high quality art while Project Downfall is just a shallow and superficial fan game basically. Maybe I'm too harsh haha.

I love the aesthetics of this game, with its odd mix of realistic 3D, fancy lighting and paper-thin hand-drawn pixel art characters.

The player character is designed great. But enemies are weird yes.
