No matter what you do, you'll always get a citation. I believe the only way to get a no-citation run is by getting yourself locked up (So getting a bad end.)
United Federation are already using computers to process entrants, so my guess is that the technology exists and is ready to be set up but they'd still rather have someone manually process them for whatever reason and just use the tech to make sure he's doing his job properly.
You get a citation with almost every token. It's not a problem, it's just how it works. You're technically letting someone inside based on their words, not documents.

This is why I love Papers Please. Though the people are just randomly generated computer AI, they sometimes make you feel bad and make you have some sympathy for them, knowing in the back of your head that you will get a citation for it.

If I recall correctly, the only way you can get a citation there is when the engineers say an incorrect reason to travel/duration of stay and you fail to notice it. Papers are still valid indeed.

The ninth entrant is Katya Vostok. Unfortunately, Antegria cannot give her an Entry Permit, and claims she will die if she goes back to Antegria. The choice is either let her live or die. If you let her live, she will thank you and the Antegria Token is given. At the cost of a citation. Obristan: Jorji Costava on day 11 isn't the first time you encounter this side business uncle. Previously on day 3, he tried to enter without passport. And on day 4, 6 and 8, he comes in without right documentations. On day 11, however, the second entrant is Jorji himself, this time with right documentations. He is free to go, and will claim Arstozka and you are the best, before handing you the Obristan Token before departing. You can let him in on day 4, 6 and 8, although this costs a citation. He is one of the three Token people that doesn't give you a citation. Arsotzka: On day 12, the fourth entrant is the director of Meskor Engineering, Messof Anegovych. His documents are valid, and to promote his business, gives you four of his cards to give out to workers with Engineering work passes. The four workers that appears always have right documentations (only minor discrepancies like duration of stay response), so give those work passes to them, but don't give them the same one four times. On day 16, the sixth entrant is Messof again. Of course, he isn't happy with the workers you got, but it's better than nothing. You get a nice 20 credits and a shiny Arstozka Token if all four cards are handed out. Again his documents are valid. He is one of the three Token people that doesn't give you a citation. Republia: On day 21, the sixth entrant is the desperate Republian Danic Lorun. He has to enter Arsotzka on that day despite only holding a passport, and gives you a family heirloom in the form of a digital watch, along with 5 credits. Let him in, and he will come back to pick up the watch. Two entrants on day 22 and 23 bribe you to give them the watch in favor for credits, but don't do it. On day 23, the sixth entrant is Danic again, this time with proper documentations. Give him his watch and he will give you 10 credits, but demands his money back after finding out there's a new scratch on it. Give the money back and he will claim that the scratch was there before. His documents are valid, so he is clear for entry. Give his documents back before he gives you back the credits you gave to him. He thanks you and thinks most Arstozkans aren't bad people, before handing you the Republia Token. Kolechia: On day 25, the fifth entrant is an entrant without anything but a passport, but they will give you a love note, thinking you will fall for it. Deny them and the note is yours. But, you can give them green stamp and they will ask for the note back for the next inspector. Detaining them will also make you keep the note (as well as punishing them for pushing their luck), but don't give them their note back. Afterwards, the seventh entrant is a depressed Kolechian who claims no one loves them. Give them the love note and they will be awed with the nicest things the note says, before handing you the shiny Kolechia Token. However, this Kolechian isn't always valid, as they could have discrepancies to look out for. They will thank you before departing. United Fed: On day 29, a serial killer from Arsotzka named Simon Wens escaped from United Fed prisons and heads to go back to his hometown. On that same day, the eighth entrant is a father who want's revenge from this serial killer who took Julia from his eyes. He requests you to allow him in but confiscate his passport first. On day 30, Wens appears as the second entrant. Do as the father tells you to do, take Wens passport (but to be fair since he is an Arsotzkan citizen and on that day confiscation is being put in high gears, you might as well take his passport anyways), but approve his entry. The father comes back as the seventh entrant. Give him Wens' passport, and he will claim that he recognizes the city Wens lives in. Let the father in, but give him a seizure slip instead to avoid a citation, and he will ask for his daughter's photo back. He then tells you to read the news tomorrow before handing you the United Fed Token.
the republia token only has a 7.8% on steam, way lower than most of the other ones. i got that one on my first playthrough and it kinda surprised me that it was that low

I got Jorji's token by validating his fake-ass passport on his second time. Superiors were not happy that I condone the non-existing Cobrastan country. With officially approved papers, I guess Jorji became Cobrastan ambassador of Arztotzka.
Yep. The game can create extra branches in your already existing gameplay save line, so you don't have to go through all the days again in order to get to that point. Test it out by finishing one day in the middle of your current save and you'll see what I mean. :)
Actually you can get Obristan token earlier,on day four when Jorji brings documents to let in. It’s the first time, so I would take citation with fake passport.

Yes, I made a mistake in the last one. You can confiscate the passport again and still get the token. You can avoid a citation that way.

Yep. The game can create extra branches in your already existing gameplay save line, so you don't have to go through all the days again in order to get to that point. Test it out by finishing one day in the middle of your current save and you'll see what I mean. :)

Actually you can get Obristan token earlier,on day four when Jorji brings documents to let in. It’s the first time, so I would take citation with fake passport.
As I’ve already addressed in many previous comments, this guide is meant to minimize the amount of citations.
And what I'm going to do with those tokens?
They're collectibles for completionists and just overall replayability.
