It's possible they chose the frequency because the 30 meter band can have good propagation both day and night. Also the fact that the amateur band it is in is allocated only for digital and CW modes, (Morse code) at low power levels would allow an AM voice transmission to stand out.
@1SoundBlaster I think we're on the right track, there's no 30m allocation in Libya to my knowledge, but a lot of Libyan government miltary traffic must have been on or around this frequency. Intelligence sources would have noted this as a frequency used by high command. Fascinating stuff anyway, and again, great catch. Enjoyed the video. ~125 kHZ below this, (On 10 MHz), in the united states, you'll find WWV, and sometimes, in some locations, CHU in Canada, in A.M. mode, broadcasting time signals, tones and voice, (all the time, all of the time)!
