5:20 you can factory reset the iPad using a laptop this works for iPhone as long as the company is the same for the laptop and the device you wanna factory reset
I don't thing you even need a laptop, you can just boot into ios recovery mode and flash all the added directory data sets from the bios, it's most probably a tree since it more like linux so it's no gonna be that hard. Since the os is stored in the memory separately I don't think it would affect the system data. It would most probably just flash the user defined files.
If you are using a laptop, installing twrp would make recovery a lot smoother, but you might need to find a way to enter the system files, like using a file reader or something. But twrp is the best for recovery and flashing.

The ipad one isnt really a fail/scam, you can get passcode removed by using your pc. Or a more simpler way, ask the seller for the passcode.
