Let me break down Teruteru vs Chef Pee Pee for you real fast.
First, some background. Teruteru grew up working in his family diner. He was well known for his exceptional cooking skills at his family diner. He had to leave to attend a school made for the gifted like him (Hopes Peak Academy) when his mom was suffering from a terrible illness. During the events of the Killing Game, Teruteru killed someone else in order to find out what happened to his mom and was partially convinced to do so by Nagito Komaeda (hope obsessed lucky guy who beat Dream in a rap battle).
Chef Pee Pee is a puppet chef who is known for his comically terrible cooking and terrible life in general. A pirate pretended to be his father for a good portion of his life to mooch off of him, his boss Bowser (Mario Plush Channel go brrr) treats him like a slave, often times belittling him, threatening him, beating him, and giving him less than a dollar salary. The other people he is forced to live with are all usually annoying and cause him daily stress and harm. His real dad was a king, who heard he was a chef and wanted to try his food. It didn't end up well.
Now for the bars.
Teru: "But with a name like yours... I know exactly how to treat you."
Teruteru is shown to be consistently perverted across the franchise, making a ton of sexual remarks and creepy comments to both the men and women of the game. This is less of a diss and more characterization, but with a name as silly as "Chef Pee Pee", pointing it out is probably enough to sting.
Teru: "A nice home cooked meal, haven't had that in a while?"
A diss to how Chef Pee Pee's food is bad and how poor his childhood was.
Teru: "I've heard you had to find yourself another dad as a child."
Diss to Chef Pee Pee's *two dads and how both of them are basically deadbeat schmucks.
Teru: "And so to tell you the truth, I think it's better to stop it. My words could never pierce through you like with what you went through in college."
Chef Pee Pee was bullied and antagonized in high school and college. This is also pointing out how Chef Pee Pee went through 12 years of cooking school only to still suck at cooking (usually).
Teru: "Like Nintendo proposed your channel, I suggest that we cease this."
SML used to be a Nintendo plush channel until Nintendo filed a cease and desist on them to stop using their character in their videos. This was completely warranted as SML is quite controversial and edgy with its humor. Chef Pee Pee was unaffected by this change, however most characters who were look terrible.
The opening to Chef Pee Pee's verse is a nod to how Bowser Jr (or simply Jr) would go constantly bug Chef Pee Pee to play with him or make him something to eat, as well as their front door being a very common place where they record scenes, having characters come over to their house like Brooklyn T. Guy (the guy with many jobs) and Mr. Goodman (the landlord).
Pee Pee: "Fuck Chef Pee Pee, I'm Chef Pimpin', I deck bitches!"
Chef Pee Pee tends to have an inflated ego when he's put in any higher position of power than anyone else, considering himself somewhat of a pimp.
Pee Pee: "But I could never match the way that you disrespect women."
Pointing out that Teruteru is way more disrespectful than even Chef Pee Pee could be at times with women. Teruteru's antics for women chasing are definitely worse and way more problematic than Chef Pee Pee's, so this one is scathing. I won't give examples for Teruteru cause they are genuinely bad.
Pee Pee: "I wouldn't trust you forty seconds alone preparing the turkey."
This is a nod to how whenever Chef Pee Pee trusts someone with food, they always manage to ruin it or get in his way. This is also a diss to how Teruteru killed in the Killing Game by sticking his murder weapon, an iron skewer, inside some ham. This worked in his favor as the handle to the skewer looked like the end of a bone.
Pee Pee: "Just don't come and make it my problem when you're stalking for digits. I've done my best to avoid them since the damn lottery ticket."
In "SML Movie: Chef Pee Pee's Lottery Ticket", Chef Pee Pee found a lottery ticket on the ground as he was taking out the trash. He picked it up and turned on the news to see if it could be a winner. Low and behold, it was. Chef Pee Pee then called everyone he hated in the house over and told them off. Bowser snatched his ticket after hearing he had won the lottery, and told him that the ticket was an old expired losing ticket Bowser had a while ago.
Teru: "But $60,000 is a bit over the limit, Logan!"
Logan is the owner of the SML channel. Although I don't exactly know what this is a diss towards. Logan spends a lot of money for his videos and stuff so it could be anything. I'll reply to this if I figure it out.
Teru: "The only thing you ever killed at all is GameCubeDude!"
GameCubeDude was a channel that often used to react to SML. He started to dislike it after Jeffy was introduced. Jeff is a very harmful and bad stereotype of disabled kids, and a lot of the older fans of SML didn't like Jeffy at all. SML and the fans basically bullied GameCubeDude off the platform for this.
Pee Pee: "I keep a burner on my hip for any foe who get's close. You carry heat on you too... And it's a portable stove."
Teruteru used a portable stove to light his way through a hallway in order to commit his murder, as the power went out thanks to Nagito.
Pee Pee: "Man you got played by Nagito and then got dropped to your end. Dude we all watched it happen like that shit was Charleyyy and Friends!"
Nagito pushed Teruteru to murder, which he was promptly executed for. He got deep fried in a volcano and it was shown to everyone on a massive TV. Charleyyy and Friends! is a show in SML that Bowser watches all the time.
Pee Pee: "Next time your momma hits the ground cause of her awful disease, will you be there to help her out? Nah, it's just me!"
Teruteru's mother would often collapse thanks to her disease. Teruteru never made it out of the game to make sure she was ok, though. "Nah, it's just me!" refers to a running joke within SML. Bowser Jr got grounded one day and Chef Pee Pee was pranking him by dressing up as things he liked, getting him excited, and then revealing it was him while saying "Nah, it's just me [not typing the last word]." This continued for a few following episodes as well, but in arguably less fitting scenarios.
Hope this gives you a better understanding of the bars.
Maybe the 60,000 had to do with the stock footage in JR goes to the sun, or the money that went in the video where Cody and Joseph prank JR after getting a brain freeze, wrapping the whole house in tin foil
Bit of extra context for the GameCubeDude line, it wasn’t just the SML fanbase that convinced him to quit, but also an incident in which one of the actual members of SML called him and basically screamed at him to delete his SML reactions where he was criticizing the channel
That member just so happened to be Lovell Stanton, the voice and puppeteer for Chef Pee Pee

So here's the stuff I know about the Off references and sorry if I'm wrong about a few things:
"You're as high off crushing corpses then the dudes in Enoch's factory" - In one part of the game there are workers that work in this factory and they're heavily addicted to the sugar produced there, some of which go mad. Also, Enoch is one of the bosses in Off and the head of the factory.
"They call you Batter after the way they beat down your child" - You literally have to kill your own son in Off towards the very end of the game. Messed up fight too considering he doesn't fight back from what I remember.
11:40 - A reference to the layout of the buildings in Off and the sugar factory if I'm not mistaken.
"The Switch you get OFFed with a Glock's attachment" - At the ending there's a switch on the wall to end everything and you choose to either side with The Batter or The Judge and siding with The Judge causes The Batter to turn into the monster shown around 12:07.
"Not Zacharie, fuck animal masks, I'm Dedan" - Zacharie is a reoccurring character in the game who wears a strange cat mask at some point in the game. As for Dedan, he's the first boss fight and is a pretty big asshole through and through.
"Turning that bedroom into a Red Room" - When you fight your son, he's inside of a red room. Also turning the bedroom into a red room because of... yeah you get the picture.
"Killed your Queen because she'd rather leave than raise her son" - Already explained what I remember about The Queen.
"No desserts that girl just deserts you." - There's a hidden boss named "Sugar" in the first Zone. Desserts = Sugar
The giant creature behind The Batter at 13:24 is a creature encountered in one of the Zones after they're purified. These are what the citizens become and are incredibly powerful.

I feel like if imposter attacked kokichi's character more directly instead of his franchise he would've won. Making jabs at previous entry's that has nothing to do with kokichi doesn't really do it for me
For the context on the Gamecubedude line:
Gamecubedude used to make reaction videos (he straight up cut out the parts where he was not reacting), and when the va for Cheff Peepee thought that he was not reacting positively, not even the normal complaint reaction videos get, but straight up them being not positive on the videos enough, he got mad, and screamed at gcd over the phone, twice, and the second time he even talked over his boss Logan to scream at gcd, causing the second to last straw being broken on him quitting reactions on SML, so that one line imo makes Teruteru win on it's

Here’s my explanations for most of the jacket vs the batters lines
The batter is from a game called “OFF” so jacket says he will OFF him
The batter is guided(?) by the cat like created shown at 9:23 called the judge and jacket was arrested at some point in his game
The batters goal in OFF is to purify the world
The batter killed his own son because he was stopping you from progressing
OFF is a rpg game and your party consists of the batter and some rings named alpha and epsilon 10:56
“I purify the world, what’s your aim? Ethnic cleansing?” This is referring to how jacket was forced to kill a bunch a Russians
“Wrap the phone around your neck like it’s a suicide hotline” jacket is from a game called hotline Miami
“Fuck animal masks I’m dedan bitch” when you change characters in hotline Miami it’s just jacket choosing between different animal masks because he is insane
“You watched get bombed before your dirty eyes” the sunset you see in the background is actually a atomic bomb being set off
