Airplanes blow up and ships sink, slowly, imagine a 14 story airplane, and you evacuate from the top floor, you would take those extra safety measures to not die,
Airplanes : blow up, catch on fire, fairly light therefore can desintagrate
Lost time is lost life in airplanes
Ships : heavy duty, life boats when needed, sinks slowly
They will take the extra steps to inflate a barge and nets, to make sure you don't drown or freeze to death
