For people who are confused, this is a TAS, or Tool-Assisted Speedrun. In a TAS, emulator tools are used to achieve tricks and glitches that are so precise as to be impossible or impractical to perform by a human in a legitimate run. This is done by slowing the game down and playing frame by frame, input by input, and these inputs are then played back in-game similar to the intro demonstrations seen if the title screen is left alone for a short time. For this reason, TASes are never submitted for World Records, and are typically done for research, such as mapping out runs, or for pure entertainment value to see what is theoretically possible to do in the game. Also, from my understanding most TAS creators aren't active WR chasers. This is also not the original version of Sonic 3 or Sonic 3 & Knuckles, but instead Sonic 3 Complete, a 2013 ROM hack of Sonic 3 & Knuckles restores various elements intended for Sonic 3's original release that were either cut or changed due to time constraints. There are a multitude of options that can be enabled when booting up the game, including adding the Super Peel-Out move from Sonic CD, which is why it is seen in this run.

I have a question, what was with the bizarre pathing in the blue sphere stages? Intentionally hitting the bumpers doesn't look like it would save any time, and he moved through the blues so weirdly, it really looked like it would be slower.

I thought I understood the rules of the special stages but there's a bunch of cases where they made rings without creating a perimeter, particularly the 4th and 6th emeralds. What is this sorcery?
Several times throughout the special stages, Sonic was able to turn an array of blue spheres into rings without touching all the spheres on the perimeter (0:25, 1:02, 2:17, 4:40, 6:12, 9:40,) land and turn on white spheres without bouncing backward (6:05, 6:11, 8:22,) and touch red spheres without ending the stage (4:28, 8:47,) and that’s just what I saw within the first 10 minutes. I know tool-assisted runs can do all sorts of game-breaking feats that are impossible for humans, but how were you able to do all that?
Actually, that's one of the mechanics of the stage. If you make a loop of red spheres with there being blues inside then the whole square turns to rings
There's some type of bug with how the game reads the perimeter of spheres. I'm not sure of the specifics or how to abuse it but it's not the first time I've seen a TAS do that.

It's just a Thing™ that you can do with the right setup. _Under certain conditions it's possible to jump directly on a red sphere and turn on it without losing. This trick likely has something to do with subpixel position. At lowest speed (first 1800 frames of the stage) it's possible to turn in the same direction as what was the previous turn. what does no Zips mean? are you referring to the x-y axis tracking thing when you hold down and make the cam go down? also at the @16:24 mark how did you get the last his as normal sonic when you were super?
zipping means clipping through walls and getting pushed out of them once you're fully in them, also sonic 3 complete lets you detransform at will i think

I know this is a late response, but basically Micheal Jackson's music team helped create some of the songs for Sonic 3 & Knuckles, including sounds from other songs (the glass break sound in carnival night or the 'go' line in launch base for example) and therefore Sega legally don't own the tracks. To avoid any copyright battles, the Jackson team's music was replaced by unrefined prototype music originally designed for the game in all future versions. This includes (as far as I'm aware): Knuckles' theme Mini Boss fights Super sonic's theme Carnival Night act 1 & 2 Ice Cap act 1 & 2 Launch Base act 1 & 2 Edit: and the credits song! (Thanks to @Ashfur of Thunderclan) If anyone has more info, or knows I'm wrong with something, do say and I'll edit this comment

No. This is Sonic 3 complete. A rom hack made on the genesis which "tweaks" some parts of the game. But you shouldn't worry about this one since sonic 3 air has these features and more.
