Build up reputation, do side quests and ask around occasionally you'll end up getting one. Some factions I notice its a little easier. My merc playthrough from last year, i ran into a master rank merc that stuck with me almost the whole playthrough.
If you want companions faster just pick up the quests that give you temporary companions - complete all your tasks at once then turn them in. Rinse/repeat till you can get a permanent one.
