    Question:
    #19: Both answers are defined as "to refuse to allow something, or
    to prevent a particular plan of action by making it impossible."
    #23: The Oxford English Dictionary defines "forbid" as "not allowed or
    banned, and "prohibit" as "to stop something from being done."
    So either answer would seem correct.
    Also, the correct phrasing would be:
    , "... forbids/prohibits me FROM MENTIONING any names."
