The notes don't say bullet hitbox has been expanded. The notes say Victor's hurtbox has been expanded when using bullet moves. It's labeled as a nerf in the patchnotes because this means certain moves by the opponent (don't ask me which) won't whiff anymore when used during his bullet moves.
I've found that you can get much higher combo damage using that Iai 4, 2 now. But the trick is to bound before you do it, not after. A combo I figured out after testing for a little bit was df2 launch: df4, 2 -> Iai 2 (tornado) -> df4, 2 -> Iai 4, 2 -> db1, 1 into perfumer -> perfumer 1+2. This is 71 damage, pretty good compared to the 65 his usual staple gets. The perfumer 1+2 will also floor break. You can instead end with perfumer 3 for 70 damage, or perfumer 2 for a bit of wall carry. This can be worked into other combos as well, I believe so far the trick is to not exceed 6 hits before doing Iai 4, 2. And being able to heat burst after it means even crazier damage with a f1+2 heat dash u1+2 (84 total if done in the previous combo) db1, 1 and heat burst seem to be the only things that will connect after Iai 4, 2

The way I use Victor is buffed. I'll have more 50/50 utility and overall versatility. FF 2 into IAi stance to start pressure/mix. D2 in stance +4 now! My combos with gun won't drop. Punch parry! FF2 and U 1+2 was getting side stepped already. I'm liking the changes

Better for approach thanks to transition to iai mixup, but worse at close range. Before it was kind of similar to Claudio iWR2 where you could use it in their face if they hesitated a bit, now you'll get launched or stepped every time. Would've preferred if they made it +3 instead of +2 on block though to allow for a few more safe options on block.

Not gonna lie, he got a ton of new and cool stuff, id say if you were ACTUALLY good with victor you might enjoy him even more, how ever this patch is detriment to all the lowtiergods put there spamming b1+2, ff2 and expulsion like they were goin out of style.

His 101 dmg no wall CH wr2 is gone, sure, but he can still push into the 90s easily and can do so in more ways. Routes are easier, bnbs do more damage, wall carry is actually insane now too.
I did the punch parry on accident against a Steve with no prior knowledge of it existing and I was just like “Umm…excuse me, but WTF DID I JUST DO!?” We were both flabbergasted, but I considered it payback for all the times Steve players made me feel silly by becoming lore accurate against me and dodging bullets. 😂

He's got 0 tracking on most of his moves, easily one of the top 5 most linear characters in the game. If you nerf everything, might as well delete the character

It's not just a damage nerf, all of his three strongest moves (powercrush, coup de grace/wr2, and expulsion) are now useless. It's pretty much a completely different character.
It took me awhile to notice but its not Lai stance its iai. Japanese art/stance for unsheathing your blade really quickly, its putting yourself in a position to perform devastating and blinding attacks from that stance
This is getting spammed by Vic haters.. His three best moves were turned to trash in one patch.. This isn’t the same character at all.. All his best stuff now is hidden behind his stances.. Top three moves gutted this was is insane. Back 1+2 is almost comical to watch smh. I’ll see how things shake out but even Farzeen is blown away.

You just do down back 1, 1 after the new Iai tornado. Makes his combo universal with all launchers for a decent damage increase.
