If he colluded with the dealer to get some kind of advantage, that's probably illegal. It really depends on why he wanted a dealer that was speaking mandarin and whatever was involved in the conversation. Was there some kind of bribe agreement here? If so, that'd definitely be a problem.

However, the casino wired his $10mil he made to a Mexican account - so the money couldn’t be directly returned. The borgota would then go on to take future winnings of ivey’s - essentially meaning he would play poker without a prize.
This got a lot of backlash from the gambling community.
The borgota tried to seize ivey’s assets in Nevada as repayment, but that didn’t work out and Ivey ended up filing an appeal - which reached an unknown settlement. No one knows if he repaid his $10mil to the casino or not

Withholding of Phil's winnings is damaging enough to the casino's reputation because other casual gamblers may avoid them. My advice to the casino would be to get some Aspercream with Lidocaine, apply it to their anal area and get over the butt hurt! They surely brought this upon themselves. As high-limit gaming manager at The Venetian in Las Vegas for 11 years, I dealt with Phil Ivey many times. Very cool guy. He would lose $1mil in less than an hour on a crap table. As far as this case; the second I heard about it I said basically everything the game protection guy in this video said. These two casinos either got greedy or had very weak table games managers because they never should have agreed to Phil's requests. Since they did; the only thing they could do after that was label him an "Advantage Player" and not let him play again. Phil needs a lawyer and a judge who understands gaming because he should be able to keep his winnings.

Before playing a casino, you indirectly agree that it's a gambling game and they have an edge on you. But you do know don'y you that it was Mr. Ivey trying to sue (got mad) Crocfords Casino. So a flawed augment if you are trying to imply the Casino operators were the mal-contents. In fact Mr. Ivy lost his High Court Case as well so as the loser he had to pay plus he had to pay the court costs. So you can imagine how not mal-content they were to see him paying their costs as well.
If you told me what your cards were then got mad at me for using that information to win. I may still think you are a mad poker player. But I likely would not tell you I thought you were mad. I likely wouldn't care if your brains were frying with red rage. If you were honest at the door then you are over eighteen and as an adult you would be entitled to be treated as an adult unless you prove you are not entitled. But you are not entitled to free mental health care or free psychological assistance or free education in the Casino from me unless you were going to do some-thing really stupid or dangerous such as fall out of the window or sit on the stove hot burner.
If it was just you and I in the pot then you are allowed to tell me what you have. If I had pocket twos and the pot was getting bigger I may ask you to show me one card and if you do you would only have to pay 50% of the next bet to win the pot if your cards beat mine. But I would not tell you I had pocket twos. But house rules here are if there is a third party in the hand you may not then tell your hand unless you are prepared to forfeit your share of the pot. As acting out of turn or abusing by revealing results in the forfeiture penalty. You forfeiting your money does not make us mad. The more and bigger the merrier.

The casinos are there to take your money, but they have to realize without some winners, there would be no players at all. I used to count cards around town including the Four Queens, and took about 5 years away from the game. When I came back, within ten minutes, they had me identified and (surprisingly enough) dismissed the dealer to go to the break room and bring back his replacement, a magician who could make the cards dance and do anything he wanted. That dealer proceeded to shuffle up any time I bet more than 5 dollars.

      But he lost in courts:
In August 2012, Ivey was reported to have won £7.3 million (approx. $11 million) playing Punto Banco at Crockfords, a casino in London, but was refused payment beyond his initial £1 million stake due to Ivey's use of edge sorting.[31] Ivey issued a statement through his lawyers denying any misconduct: "Any allegations of wrongdoing by Crockfords are denied by me in the very strongest of terms."[32] In April 2014, The Borgata Casino in Atlantic City sued Ivey claiming he cheated at baccarat by taking advantage of a defect in the manufacturing of the playing cards.[33] Both Crockfords and the Borgata used the same kind of playing cards, manufactured by Gemaco. The Borgata is suing Gemaco as well as Ivey.[34][35]
On October 8, 2014, a UK court held that the techniques Ivey used at Crockford's constituted cheating and decided for the casino with costs.[36][37]
On November 29, 2015, it was reported that Ivey had been given permission to appeal after a judge found that his case raised an important question of law and had ‘a real prospect of success’.[38] On November 3, 2016, his appeal was dismissed by the Court of Appeal, upholding the earlier decision that the technique amounted to cheating.[39] A further appeal to the Supreme Court of the United Kingdom led to a unanimous judgement delivered on October 25, 2017 which found in favour of the casino. The court concluding that Ivey's actions constituted cheating and that, had it been necessary to make a finding on dishonesty, it would have determined that Ivey's "conduct was dishonest".[40][41][42]
In January 2019, a federal judge allowed the Borgata to pursue Ivey's assets in Nevada to recoup more than $10 million he won at the casino using edge-sorting. [43]
