Recently, the International Court of Justice ruled that ALL lands seized and occupied by Israel (including Golan) must be returned. The court also ruled that all of the Jewish settlements on occupied land must be handed over the the Palestinians. In short, the world court just confirmed what the residents of Majgal Shams told the press. They are citizens of Syria - not Israel.
