PGV is a good valve. I used to use RB but changed 2 years ago, so far I installed about 20 plus casescases and had no issues.

Probably a stupid question, but at the top of the solenoid is says, On, Off and 1/4 Turn. What way are you turning it?

Rotating the solenoid 1/4 turn counter clockwise will allow the valve to manually operate. Be careful, the valve will run until you turn the solenoid back 1/4 turn.
