Make sure you have a Winzip or similar file extractor on your PC before you try to work with the downloaded file - took me a little while to work out what was wrong - but once extracted, and the instructions followed - it worked perfectly. My printer was on a count of 6600 with a built in limit of 6500 - so it wasn't the fact they were 'full' more the fact the printer had reached it's manufacturers set limit. I know printers don't last forever - but I do expect them to last longer than this. Thanks to the poster for providing the necessary direction and software. If only Epson could do the same.

Hey man, if this trick didn't work, you need to clean or change waste ink pad. You can buy Epson waste ink pad online by searching for your printer number. Then use this software again.
