Well it's because alot of stuff happened that was out of the company's control. Kurt Angle by this had already left for TNA the previous year, The Benoit Tragedy happened and while they were taking Benoit out they also took out RVD, Big Show and others who left the company by that point. The pharmaceutical scandal happened and I'm sure that some were punished because of it. Jericho hadn't returned yet and they chopped the Tag Team Division. Thus leaving the game feeling a bit...hollow.

Not just him, Benoit, for obvious reasons sure, but Hass and Benjamin, Cade and Murdoch who were the tag champs on Raw, Duce n Domino who were the tag champs on Smackdown champs, Kendrick and London? We got Sabu who left the company before RVD but Van Dam is missing from the game? I never understood that. Lot of guys missing for seemingly no reason.

I’m pretty sure he was in ovw at the time, everyone else was either not in the company or were just not added in the game, jericho made his return in 2007 after the game was released, benoit wasn’t added for his tragedy, kurt left wwe in 2006 and was at tna at the time, and both miz and shelton were with wwe at the time but weren’t added bc the developers have a deadline to make the final roster and it was too late to add them, svr 2008 is a good game but the roster was really lacking compared to svr 2007

Back then, jobbers, cruiser-weights and tag teams were often absent. Championship holders were also often absent, especially Tag Team Champions.
Most of those tag teams had little popularity and contracts weren't renewed, tho idk why the miz was left out
