Just a tip with the welding, you need to cover your exposed skin as the UV can burn you, if you are just doing a few tacks here and there all good, but weld for any real length of time and you'll get "arc burn"...not pleasant.....nice work on this job though, its a hell of a project!!
Welded once (only time ive done it too:))on an old Opel, couldnt see anything through the mask so I just closed my eyes and burned away... got a nice sunburn on my face... 😆

Love the channel. The amperage on the mig looks to be a bit low based on the sound it was making while welding. Play with the feed speed while setting the amperage based on the metal thickness and adjust the feed rate until it sound like bacon sizzling.
To mount the bumper looking at the other 308 it should be a tube by the look of it not a stud. Would be more substantial. Would explain why your bumper initially sat low. If a tube of the correct dia to slide over bumper tube (with a slot so the bolt can clamp it) was put in the middle of the hole probably have not been far away.
The slot will allow some movement of the bumper in the event someone rear ended you lightly, parking knock, that kind of thing, the slot will allow the bumper to move absorbing most of the impact rather than sending it directly to the frame, meaning you might only need to replace the bumper and not the frame.
