Distracted Driver - CYCH370 Black Honda Civic

At approximately 2307 Eastern Time on 2024-07-31, the driver of a black Honda Civic bearing the Ontario license plate CYCH370 was observed fiddling with their phone for purposes not exempted under the Highway Traffic Act. They were observed drifting outside their lane multiple times.
The driver appeared to be in his 20s-40s, light skinned, bearded, and was wearing a red hat.
The incident began at the intersection of Yonge Street and Carville Road.
