Now if you clean the carburetor it will likely smooth out at idle. You can also add some Seafoam to your fuel and that will also clean sediment and jelly out of the carburetor. It could also loosen crud that will then clog the jet. You will know because it will only run with the choke in the on position.
So it dose't work at all? Do you run an external tank? If do and your pump goes bad, you should be able to keep the engine running simply by keep on squeezing the primer ball.
I like to put a coffee filter in a funnel and then pump the fuel through that. the filter will easily show any contamination bits. You can also put that fuel right back in the tank.

Ran for about 15 minutes then stopped working. That was a long row back against the wind

That jelly is from ethanol fuel.
