You CAN spray cleaner on both sides of the filter but ONLY rinse with clean water from the clean side to dirty so the dirt doesn't go back into the filter and ONLY OIL from the clean side NOT the dirty side.
Three questions. First: How much is the power difference that you have noticed. Second: How much kms have you driven in this filter. Third: Any sign of black smoke.
