Almost 2 years after the incident at Arkham Asylum, a new super-prison has been built around a large area of Gotham City's slums. Constantly monitored and guarded, common criminals and evil masterminds like The Joker, Two-Face, and the Penguin are free to wage war over food and territory within its impenetrable walls. All of this is presided over by a mysterious character named Hugo Strange, a psychiatrist with plans to initiate an ominous scheme known only as Protocol 10. Who better to investigate this mess - and stop it from getting out of hand before it's too late - than the World's Greatest Detective?
