Looks like a lot of boat but quite refined. I used to be a world class pedaler. Is the regular bike positioning optimal for short bursts of speed? Pedaling recumbent will take specific training to optimize but I can imagine some for of rowing could be incorperated to extract more short term power output. My personal obsession is to have a fast ecranoplan. It would not need to touch the water per se and fly across smooth fields just as well, especially on a slight down slope. I know the HPV planes that crossed the Channel may be considered ground effect planes but they were built for distance, not speed. With a 1 minute or less power burst, how sleek could an ecranoplan be and barely achieve lift?
The boat looks too big and unnecessarily overbuilt and complicated to me. But you're having fun so that's the silver lining. But remember....small is beautiful.
What is distance (time) that speed needs to be maintained? This would let you know what kind of rider you need.

You might want to try bigger wings to produce more lift. And ditch the curved drive line to the prop. That's just wasting power.
