Hey Derek , Apex ECV is not the ecu ... it refers to an apex exhaust control valve, you can see the lever to the left of the radio inside the car. this opens and closes a flap in the exhaust pipe to limit the flow i.e quieten the exhaust noise or leave full open .
Registering an imported vehicle in any state is a pain in the butt... However there isn't anything outside of the normal smog test and inspection that normal cars have to go through. The only issue is not having the paper work in order. I would recommend talking to the DMV personnel a head of time to get all the information you are required to have in order to register the vehicle. I know there are tons of imported vehicles in CA, so it can't be impossible to do it. I live in Florida, so for me it is a matter of taking the vehicle in for them to look at it and verify it is actually a 25 year old car. Other then that pay my fees and wait to be processed.

He did say it would be great to offer certain services for owning a lot like this (not sure exactly what those are, but I could see some sort of storage service for vehicle that are not quite at the 25 year mark for USA import, but were at an amazing deal to turn down from auction) They are really moving a ton of cars now it is awesome!
No, we are the only company that uses this lot. We typically keep cars in the lot for about 3-4 days so we can shoot the report and offer services if need be. Then the car go out for shipping.

I'm it would tend to be in better condition if it came from Japan. UK uses salt on its roads. This is from experience of JDM car compared to the same car sold in the UK
+odin5 They only use salt on the roads for a month or less. Hardly snows here in England, a lot more in Wales and Scotland. Probably a weeks worth of snow yearly so salt is hardly an issue if you know which area to buy from. Plus Minis are kept by enthusiasts and people who like them so they'd take care of driving them. I doubt that anyone would drive a Mini in the snow though. Best place to buy a Mini would be somewhere away from the sea. Great examples in London but you pay for what you get (little more expensive). I don't know how much shipping is but an upside would be the speedo in mph at least.
Altezzas aren't importable into the U.S. as they aren't 25 years old. You could buy an Altezza, have it cut in half, send the front half and any parts you want off the rear half to the states and have them declared as parts. Then go install them on a USDM Lexus IS.

So much rimms i am seriuosly having isuess what wheels to buy to my S15. Think i will go with VOLKS RAYZ, but might go ROTA GTR... at least im down to 2 options currently. And you never told us why its bad they took away the 4 bolts and made it 5 bolt? Is it hard to find 5 bolts in Japan? Btw, nobody have smoked in my S15, that have to be uniqe!?
Derek was saying the damage to the front bumper was bad, not that the hubs being switched over to 5 lug. He said the selection of 4 lug wheels was very limited that is why it was probably switched over to the 5 lug.
all depends on what you can get at auction and how much you are willing to pay. To be honest this car if I had to guess would be about 868,733.00 Japanese Yen (about $8500.00 USD). Then of course you need to pay for import fees and what not. I could see paying 12k USD for everything. This is just my guess, but I would bet I am not far off from the actual price.

Why go to JP to get a Mini? Go the the UK where they made them, more cars and cheaper.
