It's been nearly 30 years since I've had any Dutch lessons and I've forgotten much of it. In Belgium I think, "Hoe is het?" is more common than, "Hoe gaat het?" Hoe is het is often contracted in both speech and writing as, "Oewist?" I don't know many expressions from the Netherlands, but I've never seen, "Hoe is het?" in Dutch phrase books. Is that expression even used in the Netherlands? Is it only a Belgian expression?
"Hoe is het?" is a more casual form of "Hoe gaat het?" We also use it it in the Netherlands when we want to sound less serious. Sometimes we'd even say "Hoe issie?" But "Hoe gaat het?" is the root form and there are situations in which "Hoe is het?" sounds odd or out of place. Hope this helps ;)
