The character Michael V. Is trying to portray is the notorious Pop culture character Mang Kanor. Basically, mang Kanor is kinda like Hugh Hefner of the Philippines.
"Without the notes" is a wrong translation. The lyrics said "Pag wala ang mga tala"
depending on how you pronounce it it changes meaning. tala if pronounced with emphasis on the last syllable will mean to write, record or archives
but if there are no emphasis it means star. Which what was used in the song. It meant star.
I think there was a bit of error in the translation of 'tala' to 'notes'. Understandable since 'tala' means either a 'star' and 'notes/to take notes'. But I think in the song, 'tala' means 'star'. So it becomes:
'Without the stars, is the world dark?'
'The stars are just there any corner of the world'

I love Michael V and all his art. I think the original feels like classic japanese city jazz or something and reminds me of yuyu hakushu/ghost fighter. Regarding bruclee, that entrance aftet that girl dance actually reminded me pf stephen cho/chow (forgot spelling) from showling soccer. I think the kimono and pomodoro was also japanese inspired. Sorry if i butchered some terms. These are just my observations. This is now one of my top songs from MV together with Kalan.
It is still Ppop just like most of the Japanese city pop wich sounds more funky and some are Jazzy. The grooves and flow of notes are alike but unique.

Want to give context about Kanor that is a bit relevant. The name Kanor came from an infamous guy 15 years ago who is around late 40s to early 50s nicknamed Mang Kanor. Infamous because he has a couple of leaked sex tapes. And while leaked sex tapes are not that unremarkable, the unique thing is he was with a girl around 14 to 18 years of age.
What's the relation to the video? Michael V is portraying Elvis P, a known groomer and pedo who may or may not have sex but have at least admitted to giving drugs to the girl within the same range.
