I think he answered the first half very well in the first go around. The answer was just frame in a way to show his actions in response to the crisis, not in a way that highlights his fails. 3. Money. Those in power are backed by wealthy individuals and organizations that will shell out loads of money to support their candidates. The regular people don’t pool enough money and resources to compete. We are left distracted, and too busy constantly bickering and fighting each other, or worried about our own personal situation.

Homelessness in CA is a huge industry that generates millions for a wide range of vendors. There is no way he wants to end it.
California has spent approximately 2300 a month per homeless person for 4 years now and hasn't made any impact on homelessness.

I work at a non-profit in Southern California that gets its money from government contracts for mental health, housing, and nutrition. Trust me, there's no real plan at any level to "solve" homelessness, and waste runs rampant at every level too. The stereotype of government employees taking 2 hour lunches is more fact than fiction.
