It is either a dumb audience and untrained employees, a bad layout of the building and many other factors if an evacuation turns into "uncontrollable panic". Just check fire alarm videos on UA-cam. No matter if it's a convention center, a hotel or a youth hostel: There is no panic at all. Of course, if you wait long enough to let the situation escalate, THEN there will be a panic when the power goes out and the smoke makes it hard to breathe. Especially in a TV station which are a pure maze. But yes, according to your logic, if the alarm sounds, just wait for the smoke to fill the building, makes it much easier to see and move.. I wonder if the teachers at your the school said during a fire drill: "Oh, fire alarm. Let's just sit here and wait". Tell it to the marines!

They should have stopped taping and make sure all was ok first.
