Solution: Every truck that goes to Mozambique for fuel import should declare 60000 litres. If they declare anything less than that or the weigh bridge is broken, they should still be taxed for the amount of 60000 litres of fuel. LOOPHOLE CLOSED.
The problem is, those Rigids can legally only carry 40klt in South Africa. So, if they declare more than that, they will face a massive fine and also get their truck seized. Catch 22.

Just set a law mandating that all trucks load maximum capacity of the trailer. If the trailer is 60 000L tank then it can’t carry less than it’s maximum load. Set the tax based on the trucks load maximum and you remove all incentives of tax evasion.

Digitizing the whole system will be a deal breaker. From loading , broder stamping, weighbridge and traffic cop to the last man at the delivery point. Audit trail and e-receipts will help in clamping this illegal under declarations.

There are well known brands that also do what is called spiking, adding chemicals to diesel and that market mainly race specific
