Improve your community, don't abandon it to try to play Sim City in real life like you have a god complex. You'll end up with _Fyre Festival II: Revenge of the Moron_ if you try to implement wild ideas all at once. Start with something that is already functioning, make small changes and monitor the results. This is how local government works.
