Mostly all plots on 90-100 years lease, Post that government will have the right to take them back... But given that period is so long , it's equivalent to purchase only

My Questions are: 1) If there is no allotment, usually in how much time do Authority refund the Deposit money (the 10 percent one)?
2) After successful allotment, by when can one sell his plot to any other party? Can one sell only after possession (which is after 5 years of allotment) or right after getting allotment?
The 10% will be refunded after a lottery. Sometimes the lottery gets delayed 2-3 months. And you can sell only after registered deed which will take near about 10 years.. because 2013-2014 wale allotment bhi abhi registered nhi kiye hai authority ne
Selling can only be done after 10 years as mentioned by yeida
It's written in the document that no transfer of allotted plot to any person other than legal heir shall be permissible
